 INTERIM REPORT project “Strengthening capacity and accountability of local authorities and community support to women and children to combat human trafficking in Nho Quan district, Ninh Binh province"

I. Introduction

Human trafficking is an increasingly prominent risk for women and children on the world and in Asian Pacific as well, as the negative side of market economy and open policy with deeper integration and cultural exchange. Women and children trafficking become more complicated in various provinces and cities in Vietnam. The Government Action Plan (2007-2011) to combat trafficking was approved with participation of all line ministries. Development of the Action Plan has been contributed by numerous international organizations.

As the contribution to the above Government Action Plan 2007-1011, the project “Strengthening capacity and accountability of local authorities and community support to women and children to combat human trafficking in Nho Quan district, Ninh Binh province” have been developed under cooperation of the Center for Development and Integration (CDI) and Ninh Binh Provincial Women’s Union and support of the Luxembourg Embassy in Hanoi. The model of pilot integration in Ninh Binh aims to prevent and reduce the risks of exploitation and trafficking for groups of women, children at high risk and their families about safe migration and anti-trafficking and hence promote their rights to access to public services and information.

Specific objectives:

  1. To improve access and awareness of women, children and their families to related information and services on legal framework, employment and assisting agencies relating to migration and human trafficking
  2. To build capacity and strengthen the linkages of local networks and local agencies in providing information and counseling to ensure an accountable and better service working on migration and human trafficking.
  3. To demonstration a sustainable and appropriate model on community based approach for migration and human trafficking which can be repricated in the future.

II. Main activities under the project (During May-November 2008)

B. Outcomes of implemented activities

  1. Together with Ninh Binh Provincial Women’s Union to draw and build action plan of the project in the province
  2. To organize Launching workshop for information sharing with relevant agencies for participation commitment on project development of the project district and relating agencies, and set up communities groups in villages as well.
  3. To design questionnaires and conduct survey and assessment on 105 women and families at high risk in 3 communes: Lang Phong, Phu Loc, Thach Binh in Nho Quan district. The survey becomes background for interventions of communal women organizations as legal aids, counseling and information provision, guidance for women at high-risk with essential knowledge for safe migration and employment seeking for avoiding the risk of being trafficked.
  4. To develop and disseminate 2 IEC material to provide basic knowledge for migrant workers, social activists, members of community groups. The material includes:
    • 1 leaflet: To protect yourself
    • 1 handbook of safe migration
  1. To develop training materials. The materials aim at providing basic information on human trafficking prevention, rights of female workers and children, safe migration and other issues like skills of counseling, communication, conciliation, club moderation, etc for cadres of social and community activities.

The materials include:

· Women and children trafficking prevention

· Safe migration

· Reproductive health and prevention of HIV/AIDS

· Skills: Communication; Counseling; Conciliation; Club moderation

  1. To organize 4 training courses;
    • 1 training course for 50 cadres of Nho Quan district relevant agencies
    • 3 training courses in 3 selected communes for 150 participants of village heads, members of village women’s groups, volunteers.
  1. To instruct provincial women’s union to develop local bulletin
  2. To organize club operation in project communes
  3. To develop project website on the website www.trachnhiemxahoi.net
  4. To procure equipment (one computer for Ninh Binh provincial women’s union, one computer for CDI)

III. Upcoming month activities:

  1. To organize counseling and dialogues in December 2008
  2. To guide local cadres to complete three remaining bulletins from December 2008 to April 2009.
  3. To hold Children Forum in March 2009
  4. To continue portal operation and uploading information relating to human trafficking prevention
  5. To organize local clubs for legal campaign and better awareness on human trafficking
  6. To provide legal aids for women and children for safe migration
  7. To organize policy advocacy and experiences sharing workshop for model replication in April 2009

    Center for Development and Integration, Project management staff and relating parties will carry out fully all contents and spend all fees following contract signed between two sides, If any changes will be, we’ll inform and confirm before implemented time.
